The longer the government shuts down, the better banking stocks will do, said Cramer, who praised JPMorgan (JPM) CEO Jamie Dimon for speaking out against excessive government regulation of credit swaps.

Three retail stocks shorts love to bet against are Macy's (M) which has rallied 10% in a few weeks, Ross Stores (ROST) and TJX (TJX). Macy's is "in control of its own destiny," and has not been vulnerable to problems in retail. Shorting these three stocks is "a sucker's game," said Cramer.
