A major market correction has created much lower stock prices, and many insiders are taking advantage of this opportunity. The amount of insider buying has surged in the last few weeks. When you see insider buying at depressed prices, it often means the shares are oversold and offer great long term value. I have provided links for each stock which verifies the insider buying filed with the SEC below. Here are the stocks:

Crosstex Energy (XTXI) is trading around $14.36. Crosstex is a natural gas refining and transportation company, based in Texas. The shares have traded in a range between $7.65 to $15.30 in the last 52 weeks. The 50-day moving average is $12.19 and the 200-day moving average is $10.35. XTXI is estimated to lose about 6 cents per share in 2011, and earn 5 cents for 2012.

The dividend is 40 cents per share which is equivalent to a 2.8% yield. An insider recently bought about 1.77 million shares which is worth about $2.6 million. See that insider buy here. This stock has jumped lately and I would use this recent surge to sell these shares.

EnerNoc Inc. (NASDAQ:ENOC) is trading at $10.36. ENOC is a energy management and services company and is based in Massachusetts. These shares have traded in a range between $8.39 to $32.72 in the last 52 weeks. The 50-day moving average is $12.74 and the 200-day moving average is $18.04.

ENOC is estimated to lose about 34 cents per share in 2011 and 88 cents for 2012. The CEO recently bought 10,000 shares, which is worth about $112,000. See that insider buy here. With losses expected for the next two years, it is hard to get excited about this stock.

Presidential Life Corporation (NASDAQ:PLFE) is trading at $7.91. Presidential Life is based in New York and sells annuities, life insurance and other related products. These shares have a 52 week range of $7.68 and $12.17. The 50-day moving average is $9.85 and the 200-day moving average is $9.87, so the shares are trading below these key support levels.

Earnings estimates for PLFE are not available. Book value is stated at $24.57 per share. With these shares trading significantly below book value and with a dividend of 25 cents which yields about 3.1%, these shares appear to offer value. A director recently bought 2,000 shares. Titanium Metals Corp. (TIE) is trading around $14.52. Titanium makes and sells titanium products and is based in Texas. These shares have traded in a range between $13.28 to $21.10 in the last 52 weeks. The 50-day moving average is $15.68 and the 200-day moving average is $17.49. TIE is estimated to earn 63 cents per share this year and 91 cents for next year. The Chairman recently bought about 31,000 shares for a transaction value of about $600,000.

1-800-FLOWERS.com (NASDAQ:FLWS) shares are trading at $2.40. 1-800-Flowers is a leading floral delivery service. These shares have traded in a range between $1.67 to $3.84 in the last 52 weeks. The 50-day moving average is $2.64 and the 200-day moving average is $2.80. The shares are trading close to the stated book value of $2.21 per share. Earnings estimates indicate 15 cents for 2011 and a profit of about 22 cents for 2012. A couple of insiders recently bought over 100,000 shares.

Neutral Tandem Inc. (NASDAQ:TNDM) is trading around $9.55. Neutral Tandem is a telecommunications services company and is based in Illinois. These shares have traded in a range between $9.02 to $18.47 in the last 52 weeks. The 50-day moving average is $12.37 and the 200-day moving average is $14.99. TNDM is estimated to earn 93 cents per share in 2011 and 99 cents for 2012. The dividend is 46 cents per share which is equivalent to a 2.6% yield. An officer recently bought 5,000 shares, which is worth about $50,000. This company is growing and the stock might be at or near a bottom.

Smithfield Foods, Inc., (NYSE:SFD) is trading around $18.20. Smithfield is a meat company based in Virginia. These shares have traded in a range between $14.82 to $24.93 in the last 52 weeks. The 50-day moving average is $20.63 and the 200-day moving average is $21.43. Earnings estimates are for $2.29 for 2011 and $3.39 for 2012. VMware Inc. (NYSE:VMW) are trading at $85.60. VMware provides virtualization and cloud computing services. These shares have traded in a range between $71.04 to $111.43 in the last 52 weeks. The 50-day moving average is $92.03 and the 200-day moving average is $90.49. Earnings estimates are for $2.08 for 2011 and $2.46 for 2012. EMC Corp. (NYSE:EMC) just purchased over 45,000 shares.

H & R Block (NYSE:HRB) is trading at $13.33. HRB provides tax filing and other services. These shares have traded in a range between $10.13 to $18 in the last 52 weeks. The 50-day moving average is $14.01 and the 200-day moving average is $14.60. HRB is estimated to earn about $1.59 per share in 2011 and $1.74 for 2012.

HRB pays a dividend of 60 cents per share which is equivalent to a 4.6% yield. Two directors recently bought about 10,000 shares each which is worth around $140,000. This stock looks cheap and worth averaging into, especially with a dividend yield of nearly 5%.
