I remember California law requiring 10% of cars to be electric. Where is it now? You can create any stupid law, it doesn't mean companies can comply. The simplest way to boost fuel economy is a move to diesel, but diesel is outright banned in California for cars. Fuel economy can't go against Second Law of Thermodynamics, and gas engines are not far away from the limits. If you want a big boost, it's either hybrids or diesel, or even diesel hybrids. Every approach has it's own trade-offs, and each is very expensive.
