If you're referring to COT data, commercial traders are almost always short equities as a hedge to other long exposure in their portfolio. While commercial traders are net-short the Dow, Nasdaq, and the S&P futures, it doesn't mean their entire book is net-short.

I agree somewhat with the idea that the fiscal cliff wil be a non-event and Congress will not have us go up and over. Not sure what in my article brought up a fiscal cliff and deficit discussion, but thanks for the comment
