Voloume means nothing. Anyways, Intel should buy shares when they have excess cash. In today's uncertain market for global macro and windows 8, I don't see a lot of buybacks, especially since the market is pricing Intel for this change in industry. If you have a gifted insight when Apple or more android smartphones will carry Intel atom chips, I don't see an aggressive change in share price, otherwise it is fairly valued, to slightly undervalued.
I've owned Intel for over a year. I hope it does get cheaper, long term this should turn around.

You don't think they understand the risks of inflation? They add an inflation premium to that imaginary 3.5% rate. On top of that, they are more than able to adjust to anticipated inflation; however, they should be okay for any unseen inflation targets that may disrupt earnings on the short term.

Gross margin is expected to be just 31% vs. prior guidance of 44%, partly thanks to a $100M inventory write-down. You do realize that restructuring and intangible asset costs, and prior acquisition write downs should be calculated in your earnings per share numbers. You think that they earn $4 or $3.50, where in fact, they are earning $2 a share. And there are also cash flow gimicks, just like earnings per share, which only affect a few pennies.
I suggest hard done research, I will as well, as any bad company becomes a value at some price, but you also have to know where they will be in 10 years regardless of the turnaround plan. If you can't spell it out for me, I wouldn't but your hard earned money in it.
