I should state that I have not heard anything from the Obama campaign that indicates that he intends to seek an end to the ehtanol mandate. Plus he is a Senator from a farm state, so it is even more unlikely. Plus you don't want to take actions that will effectively destroy infrastucture for ethanol, when you may soon find that cellulosic ethanol is very much an alternative energy the US should be using. You also don't want to take actions which will have negative effects on a relatively strong industry, when the overall economy is in bad shape. This would no doubt have rather immediate negative effects on the economy in general. The time to take such action (if you decided to take it at all) would clearly be at a point after the housing / financial crisis is over (2010 or later). I think the current ethanol madate repeal scare is something that is being cooked up by people trying to manipulate the price of the Ag stocks, so they can make more money.
