Thank you for your comments. Regarding the payout ratio I was simply trying to state that there is room for growth as opposed to a company like Nucor that pays out 93% of its earnings. As for the dividend growth rate, obviously past performance is not an indication of the future, but Target's management has expressed that they are committed to raising its dividend and returning value to shareholders. In March of 2012 they stated that they expect the dividend to be $3 or more by 2017 as seen in this article:
That would put the dividend growth rate over 20%. Also, the well respected analysts at the Value Line Investment Survey, who are far more knowledgeable than I am, are "assuming" a 17% annual dividend growth rate for Target over the next 5 years. I don't necessarily think Target will increase its dividend by more than 15% every year, but I can see them growing it say 10% one year and 20% the following year for an average of 15%.
