    I am only proposing "micro-managing" for those that have proven they couldn't manage themselves. The alternative (which some have proposed) is putting these outfits into receivership and putting new management in under court supervision. I think the second option (receivership) has more pitfalls than making the guilty clean up their own mess with compensation closely controlled until they complete the job.

    This mess can not be cleaned up with business as usual.
