What you say is largely true with one caveat: Israel's banking system is currently on far sounder footing than Europe's (or the U.S. for that matter). They lack much of the counter-party risk and generally crappy mortgages that have filled bank balance sheets in Europe and the U.S. That fact alone makes the investment case for EIS and Israeli equities a good one when the global recovery does occur.
However, I'm a fan of liquidity in my trading instruments and as the author points out, EIS doesn't have much of it. That alone is reason enough to wait on this ETF.
