FDV: The First Actively Managed ETF?

It's about 200th out of 1100 for the last month's return in my list of CEFs and ETFs. Granted, this month is not by any means average, and 2% is not a shabby monthly return, but my dollar-weighted large-cap category ETF return seems to show it's a little behind large cap performance right now.

I guess I'm just a little skeptical still of how "active" this is, given it's very strong correlation and similar return. Maybe the market conditions aren't fair for evaluation, but a beta in the high 9's is not what most investors will want out of something that calls itself "active."
