The changes implemented and proposed by the Obama administration have created an "unfrozen state", which has opened the door to proposals that could not have been successful a year ago.
My center-right solutions take an "if we were starting from scratch" approach, while satisfying existing entitlement commitments. These are "how to" solutions, not aimless discussion of existing problems.
Revenue and expense neutral solutions offered:
1. Taxes (1): Dramatic simplification -- Flat Tax implemented, accurate withholding by employers will avoid the necessity for employees to file annual tax forms.
2. Taxes (2): Double taxation ended
3. Taxes (3): One-time "painless" tax to cover lost capital gains revenues and conversion costs.
4. Entitlements (1): Direct payment replaces 1,700 agencies (similar to Charles Murray's idea)
5. Entitlements (2): Excessive entitlement growth ended
6. Entitlements (3): Outstanding commitments met
7. Government Spending: Effective limits implemented
8. Medical: Savings accounts for every citizen, paid by government, but government completely out of healthcare management
9. Healthcare: New free-market approach, called HealthSharing, which will lower costs and re-establish traditional doctor-patient relationship.
10. Retirement: Savings accounts for every citizen
11. Safety-net: Every citizen covered
12. Immigration: Legal immigration encouraged, illegal discouraged
13. Crime: New approach to stop bad behavior
14. Global Competition: Premier position enhanced
15. Personal Responsibility and Initiative: Encouraged
