admittedly the traditional calculation of payout ratio does not use cash flow, but I feel net income is probably a better proxy than share price.

Shouldn't the "golden ratio" of dividends actually be more tied to the payout ratio as opposed to the dividend yield? The dividend yield only takes into account the dividend versus stock price. The amount a company can comfortably pay out in dividend is not a function of stock price but a function of cash flow.
