I remember reading that a barrel of oil is ~6 times the energy content (in BTUs) as a MMBTU of nat gas. In other words, oil should trade at about 6 times nat gas, all else being equal.
In terms of mileage, the numbers seem to be a little different depending on the source, as different cars/engines will have different numbers, especially with changing technologies. All else equal, the Pickens Plan site puts Nat Gas fuel savings at "at least" 15% and Consumer Reports has it between 30-50% (for a Honda Civic). Regardless, it certainly presents big savings at current prices for trucking and other fleet operating companies.
The Pickens site also says that a gallon of CNG provides the same mpg as gasoline, but I haven't confirmed that anywhere else (and that may be a biased source).
