    • Tom Guttenberger: pools? As GSE's they agencies are operating in the interest of the government and the general economy, that means purchasing loan pools

    • Tom Guttenberger: less discriminately. The banks securitize off some of the pools to other privates, and the keep some. Leaving the least discerning buyers
