Homeowners who bought early and sold into the boom. 4. Federal, state and local governments who saw their tax revenues soar during the boom. 5. Realtors, mortgage brokers, construction workers, anyone in industries related to the boom that took the money and didn't reinvest their profits in the housing industry. 6. Anyone currently in the business of managing foreclosed assets.
