Yes, it is true that the aging population explains some of the decline in the participation rate; however, the last time the participation rate was this low was when Ronald Reagan was entering the White House. Back then it was still uncommon for so many women to be in the workforce. With both sexes participating equally in the workforce today, I would expect the participation rate to be higher than it was in 1981.
