Pointless given the quotas are already far higher (twice the production if I remember correctly) than actual output.

You need to recheck your numbers. China produces about 8 times as much as it plans to export. It also consumes about 2/3 of the world's rare earth production to feed its factories.

Finally, assuming that this WTO ruling (which does not touch upon rare earth minerals, but applies to other commodities altogether) can be superimposed on other materials is a leap of faith. This MIGHT happen, but the road from here to there starts with formal complaints lodged with the WTO, which has not been done. AFTER this happens, a long time (measured in years, and looking at the methods set into place by China to defend their position which were NOT in place for this particular WTO finding, much less likely to succeed) will transpire before anything happens.
