Monday, January 30, 2012, 5:44 PM ETA WTO appeals panel rules against China's efforts to limit the export of raw materials used in the steel and chemicals industries, confirming that China's export duties and export quotas on raw materials violates global trade rules and must be changed. The decision could provide the U.S. and Europe with ammunition against similar limits on China's rare-earth exports.

Finally, assuming that this WTO ruling (which does not touch upon rare earth minerals, but applies to other commodities altogether) can be superimposed on other materials is a leap of faith. This MIGHT happen, but the road from here to there starts with formal complaints lodged with the WTO, which has not been done. AFTER this happens, a long time (measured in years, and looking at the methods set into place by China to defend their position which were NOT in place for this particular WTO finding, much less likely to succeed) will transpire before anything happens.
