However, it's added U.S. and Euro regulators remain concerned about Google's willingness to fairly license Motorola's patents, which it likely hopes to use to support Android licensees in their legal disputes with Apple, Microsoft, and others. The European Commission will decide by Monday whether to approve the deal.
