A reasonable question.
The short answer is Republicans want to drill, frack and all of the above. The Democrats want to "save the planet." Thus coal should perform well with a Republican President and Congress.
The longer answer is that generational forces beyond electoral control dominate the issue. Thus the permanent bureaucracy, left and lefter, will gum up the profitability of coal-fired energy (the irony is that the clean-green Mr. Bean machines beloved of this group are powered by coal).
