The entire pipeline will be approved in 2013 or 2014, regardless who is President. It was already on track for approval once an acceptable route for the northern portion (particularly the part affecting Nebraska) had been agreed upon. The only reason for the rejection was because Congress attached a rider to the payroll tax cut bill setting a deadline for the decision and that deadline was set prior to the time the State Dept's review would be completed, thus blocking its approval. In other words, Congressional Republicans decided they wanted rejection of the pipeline as a political issue during an election year more than they wanted the pipeline itself.

This makes more sense than releasing strategic reserves. However, between this and the announcement from the Saudi's that they are prepared to release more oil, I don't realistically expect gasoline prices to decline much. I think a bigger mover would be some form of formal discussions with Iran, possibly including the European Union, and even then perhaps only impacting Brent futures.

This announcement is a joke, unless you've been living under a rock for the last year you already know he has no intention of lowering gas prices except to get re-elected. It's pandering of the most obvious kind.
