    Helping Citigroup (C +3.2%) rally today is an upgrade to Hold from long-time critic Meredith Whitney. Whitney praises Citi's improving operating metrics and low valuation, and says she's impressed with the rebound in the bank's equity trading and FICC ops demonstrated by its Q1 report. “She’s starting to sound a little like Dick Bove," quips Pete Najarian.
