In a refreshingly honest op-ed, Portugese PM Pedro Passos Coelho writes that while the country is "utterly committed" to reform, "it is important to say something that will sound controversial, but is in fact not controversial at all – in an age of uncertainty there are no guarantees" and the country can't definitively promise it will meet its commitment to return to capital markets before Sept. 2013.
