A previous legal settlement gives Sierra Club the ability to reject any significant changes to the purpose or footprint of the existing terminal. (earnings)

For years, Dominion Virginia Power executives have been raking in millions while using their dirty energy money to buy political power. They’ve been making backroom deals to rig the rules for fossil fuels and for themselves.
They generate ZERO electricity for rate payers from wind or solar power but they’ve bamboozled Virginia-mandated electricity rates to include a whopping $76 million renewable energy reward for themselves.
We are outraged and Dominion needs to know it. If this is what business as usual looks like, then business as usual isn’t acceptable and has to stop before the planet cooks. It’s time for Virginians to stand up to Dominion’s exploitation and fight for a massive shift to wind and solar power.

Perhaps you remember the Dominion Power print ads that ran last year. Big, glossy spreads showing seagrass bending in the breeze, with a picture of a wind turbine and the words, “Natural. Abundant. Renewable. Wind. That’s why we’re harnessing it to help power Virginia’s energy future.”
Only, it turns out, it isn’t. It never was. Forced to reveal the energy sources the company uses to meet Virginia’s voluntary renewable portfolio standards, Dominion admitted that its customers in Virginia are getting precisely zero wind power.
As to the Sierra Club's actions on Cove Point, given the caveat they seem to have won in a previous settlement, it would be remiss of them not to use its existence to leverage something from their position. One can only hope that both they and Dominion find common ground quickly.
