Friday, April 27, 2012, 5:37 AM ETHolland's caretaker government yesterday reached a deal with the opposition parties on the 2013 budget, which will reduce the deficit to the EU ceiling of 3% via social service cuts, pay freezes and higher taxes, including "sin taxes" on alcohol and tobacco. The deal should increase Holland's chance of keeping its AAA rating.
