    Though the FCC still hasn't approved Verizon's (VZ) much-criticized deals to purchase spectrum from cable companies, Big Red and Comcast (CMCSA) have begun reselling each other's mobile and cable services in several major markets. Locales where Verizon's FiOS fiber-to-the-home service is offered are excluded. Analyst Jeff Kagan worries the arrangement might confuse consumers.
