    Are cable companies lining up for a money grab? Word out of DC is that FCC chief Julius Genachowski backs a pay-for-play Internet fee model, which he claims would raise efficiencies in the market. Cable providers have already been tossing around the idea of charging customers based on Internet usage, instead of a flat fee - with Comcast (CMCSA +1.1%) going as far as saying it will test the model in two U.S. cities.
