    France cites environmental concerns in suspending offshore exploratory drilling permits in its overseas district of Guyana, surprising oil majors eyeing a potentially rich new geological play. Shell (RDS.A, RDS.B), along with partners Tullow and Total, has made significant discoveries in the region, which geologists believe contains oil reservoirs that mirror those off the coast of West Africa.

  • probably just trying to push the price of licences up, thus increasing revenue without having to put up tax - higher petrol prices can be blamed on the oil companies
