Yes, but they paid .65 the last two ex dates, when the stock traded @ $17.49 on 3/22 & $14.27 on 12/20. It closed today @ $18.19. It's very difficult to get a dividend increase when things are going well, but they have no problem reducing dividends when the stock price declines.

The company last reported .72/share quarterly net income. Given the 90% required dividend, they could not have gone any lower in the dividend. I think they are doing just fine.

Yes but most of the lowering of dividends has been through deleveraging due to anticipated interest rate hikes. The whole industry has been doing it in anticipation, and even though we see proactive measures taken like these, they will still sell off when rates start floating back up, and keep an eye on the 10 year T bill, if it spikes due to a big sell off, it mike ding the REITs as well, and could be a great buying opportunity, or a sell off if the sale continues.
