    An appellate court in New York upholds a ruling from a lower court that struck down a mandate requiring NYC retailers to display graphic signs warning consumers about the negative health effects of smoking. The court found that sellers such as LO, MO, and RAI have protection under federal law for promotional activities that supersedes local prohibitions.
