With EU economies grasping for air and ECB bond purchases nothing more than a promise, forecasters are in agreement the bank will hold off on a rate cut at today's policy meeting. The euro will "drop like a stone" should the ECB surprise, says Citi. The decision is due at 7:45 ET.
