Wednesday, November 14, 2012, 5:10 AM ETWith over 130,000 New York State residents still without power following Superstorm Sandy, Governor Andrew Cuomo has created a commission to investigate the area's utilities for their handling of the storm and to recommend reform. "It has to be overhauled and you need a new system," Cuomo said. NY power companies include ConEd (ED), CH Energy (CHG) and National Grid (NGG).

I'm a Con Ed customer by the way, and had multiple properties lose power.
The 'problem' with the system is that US infrastructure relies on trees. As in telephone poles. And there are lots of them, and they fall down.
The cost of placing even a majority of power lines underground would be astronomical, although maybe not a bad idea as economic stimulus hah. Or perhaps in the areas hardest hit, during the rebuild they could place them underground.
