For each metric ton of carbon dioxide emitted, businesses, utilities and industries that bought allowances will pay just $10.09. The results of California's first CO2 auction came as a relief to state officials that all of the 23.1M allowances covering emissions up for auction were sold, but some analysts had expected a higher price.

Refineries and utilities do not have access to a printing press, so any extra expenses will have to be covered by their customers.
