A Texas law requiring drillers to disclose chemicals they pump underground during fracking is toothless, critics say, because anything deemed a trade secret is exempt. Drillers in Texas claimed ~19K such exemptions through August of this year. Several other states also leave it up to energy firms to decide which chemicals can be labeled secrets. Most frequent at withholding fracking secrets: NBR, HAL, BHI.
