    Sensible scrutiny or protectionism? EU regulators have concluded Huawei and ZTE are guilty of dumping violations made possible by government support, and are deciding whether to pursue an investigation that risks China's ire at a time when its help is needed for other matters. Any punitive moves would benefit local telecom equipment firms Alcatel-Lucent (ALU), Nokia Siemens (NOK, SI), and Ericsson (ERIC), who have bled plenty of share to Huawei and ZTE. The EU and China are already at odds over solar industry practices.
