Unfortunately Qaddafi has a history of appearing to bow to international initiatives and then backing out before such initiatives are implemented. We’ll just have to see what happens here.

This is only my speculation but it is possible that the AU initiative is less onerous and detailed than the Turkish one and that Colonel Qaddafi will play one initiative against the other while trying to improve his strategic position on the ground in the civil war. There will probably be several stops and starts before this mess is stabilized and on the road to resolution but, at least, some opportunities are being tried.
There is no info at the link, just a tweet. What are the details as proposed by the African Union?
As well, who's to say Zuma isn't being overly optimistic... if everything is good and well and holds together bravo to Zuma but I'm wouldn't hold my breath...
