China wants to shift its energy mix to natural gas from coal, and it's targeting up to 3.5Tcf of annual shale gas production by 2020, but the gas is more difficult and expensive to reach relative to the U.S. A recent license auction drew plenty of bids, but few came from firms with specific shale expertise, suggesting the process was "more of a land grab than an effective policy to open up acreage."
