Wouldn't it be more accurate to say that "The case was seen as a test of the limits of the president's ability to rule outside of the statutes and the Constitution by way of Tsars, executive orders, undeclared wars and non-confirmed appointments?"
What ever happened to "speaking truth to power?"
Are we to assume that all these men were also "Dictators in Chief"?
