    File under too little too late: Japan unveils a major overhaul of its nuclear safety regime including decoupling the nuclear lobby from regulators. A new regulatory agency will launch next April, meanwhile the Fukushima plant still records lethal levels of radiation as brand new contamination zones are uncovered.

    Let's be fair. The "nuclear safety regime" has an edge on the "earthquake safety regime." We'll see how safe things work with a (relatively) stable earth and a "green" future. How are the winds off the Japanese Sea?
