Searches of the offices is the last stage in russian government's ( also know as "mafia") intimidation campaign. There is no doubt BP had ample and multiple warnings and opportunities to negotiate the "payout". If they don't know how to play the game,they shouldn't be in Russia. What was their management thinking getting to this point? Anybody investing in Russia should know that there is no "rule of law" there, there is only "rule of mafia" and if you can't keep the mafia happy then you'll lose everything.

The Russian Government have become the Maffia... It couldn't have get worse for foreign companies, that have invested billions in this doomed country, attracted by the smell of easy fortune...

If there is an upside to this most recent shakedown by Russian authorities, it is that it adds to the chilling affect such behavior is having on outside investment in Russia. If Russia wants to participate in the world economy other than in selling oil, it will soon find itself a pariah in the international business community and as such, its economy will suffer accordingly. I don't think this sort of behavior will benefit the Russian people and reforms will eventually be instituted. The more byzantine Russia's behavior, the more quickly the country will be isolated by the business world.
