    One reason consumers aren't seeing lower gas prices: cheaper West Texas crude (USO) has become a "broken benchmark" that no longer fully reflects oil prices in the U.S., and gasoline will increasingly move with Brent crude (BNO) until a key pipeline project and other infrastructure improvements are completed in the U.S.
