  • Buying Turquoise Hill On Speculation Of Oyu Tolgoi Settlement With GOM 4 comments
    Apr 24, 2013 8:41 AM | about stocks: TRQ

Pretty decent report out from BDSEC about imminent settlement between Rio Tinto and the Government of Mongolia regarding the Oyu Tolgoi mine in Mongolia. It appears that the President of Mongolia has directed his cabinet to "speed up actions on ... permits". The Minister of Mines was quoted as saying "Oyu Tolgoi will start exporting in June". These recent developments have not been reported in the western press and the dearth of reporting gives a window of opportunity for speculators to buy shares of TRQ at below the cost of invested capital in the Oyu Tolgoi mine. Once this news gets out it is quite reasonable to expect a positive reaction for the price of TRQ shares. Here is the link to the report. I am buying shares at this level as a speculation on resolution notwithstanding the fact that the copper price is weak as I expect a snap back after this issue is resolved.

    Disclosure: I am long TRQ.

Author’s reply » Good stuff MSE.Investor. The prices on the MSE continue to drop but I think the cumulative force of the recent good news we have seen will eventually shift investor perceptions on Mongolia. The government really blew a window of opportunity when they had the knee jerk reaction to Chalco SouthGobi deal and in my view over reacted. many Frontier investors moved on the Myanmar and other areas in SE Asia. It will take some time to regain investors trust but I think Mongolia learned its lesson. News of concentrate exports from Oyu Tolgoi in a couple of months should do the trick. I think this is an excellent buying opporiutunity at these prices.

Mongolia should disallow all expenses attributed to the unwarranted single sole sources done by the tractor drivers allowed to conduct procurement for the last 5 years. Any contract not competed with a professional scope of work and with no competition - Mongolia should file a backcharge as a penalty and Rio Tinto absorbs the cost as their own - Mongolia should not share in any cost that was a violation of normal procurement industry standards.
