Many of the stocks, however, despite high short interest, are not expensive to borrow in the securities lending market. For stocks with a high cost-to-borrow, it most likely will be impossible to get your broker to short them for you. However, for those stocks that have a low borrowing cost (less than 100 bps), it may be possible to short. And these stocks may offer good short selling opportunities.
