Medical Cost Control

Dr. Andrew Weil has a great column on health care costs today on The Huffington Post (here).  He focusses on extra expenses due to the fear of tort liability among doctors and the greed factor of doctors being compensated by procedure rather than for outcomes.  Dr. Weil's solutions are top down.  Examples are legislating limits on tort liability and putting doctors on salaries.  While these are good things to consider, I still would like more discussion regarding bottom up cost control, such as discussed at TheStreet.com here and at Seeking Alpha here
