Hornbeck Offshore (NYSE:HOS) drops 6% AH after announcing a $720M plan to build 16 new offshore supply vessels, with an option to build an additional 16 should future demand justify it. Concurrent with this move, Hornbeck is announcing it will issue 6.75M shares, plus an overallotment option of 1.01M shares.
