Remarks from GM brass that the automaker's European operations are a "morass" and no options are being ruled out in a restructuring, including plant closings at its Opel subsidiary, anger Germany's government and unions. Opel "will be a problem as long as the industry doesn't adjust capacity," but the German system of consensus decision-making makes speedy cuts nearly impossible.

    Don't know how GM thinks they can compete with Mercedes, Volkswagen and BMW on their home turf. I saw few Opels when I was stationed there in the 60's.
