The White House has finalized new rules for the curbing of toxin emissions from coal-fired power plants; the EPA estimates the rules will cost utilities, who will have to install scrubbers in order to be compliant, $10.6B by 2016. Some utilities, such as SO and AEP, are protesting they'll have to shut down plants in order to install new equipment.

    Of course, federal installations will be exempt from the rolling blackout portions.

    If he makes our energy cost go higher it helps his call for green energy that cost 3 to 4 times more. Poor people will suffer more because of this increase in utility cost.
