A key panel of Japan's ruling Democratic Party of Japan agreed late yesterday on a controversial plan to double the sales tax to 10% by 2015 in order to reduce debt and potentially head off another ratings downgrade. The bill must still be approved by a government panel and then by parliament, where an opposition party is already hinting it may not cooperate.
