Samsung (SSNLF.PK) is in talks to settle charges from the EU's antitrust regulator that it's improperly using a standards-essential 3G patent (required to be licensed under FRAND terms) in its legal battle with Apple, Reuters reports. Congress and the FTC have also been probing the use of standards-essential IP in patent suits. Reuters' report comes 3 weeks after the U.S. ITC ruled AT&T's versions of the iPhone 3GS and 4 infringe a standards-essential Samsung patent.
