Companies operating major crude oil pipelines in Canada will be required to have $1B available to fund cleanups from any spills, natural resources minister Joe Oliver says in British Columbia, where the provincial government is insisting on world-class spill and cleanup systems as a condition for approving the construction of Enbridge’s (ENB) $6B Northern Gateway pipeline project.
