Veolia Environment (VE +4.3%) spikes after Goldman upgrades the shares to Buy from Neutral citing expectations of a "48% 2013-15 EPS compound annual growth rate" which analyst Dario Carradori notes only assumes "the company achieves 50% of its cost cutting target." Ultimately, VE's "significant restructuring potential" makes for "an attractive risk/ reward profile."

    Last year I met an executive of Veolia outside of Chicago. He stated that the company gave the US a D+, when it came to water infrastructure. Just recently on cnbc.com, 6/14, "Got Water? Keeping It Flowing Could get Expensive". It stated that, every 2 min a water pipe breaks in US cities. The cost could reaches $400 billion by 2030. And it is would add to lost GDP if action is not taken of $416 billion by 2020.
    Veolia, will play a large role in this area and advising cities and states on how to best deal with water issues of all types in the coming years, the executive told me.
